Data or Video? What OS?
Windows (and pretty much everything else) should came with data burning out of the box. If you want to do video it just requires the files to be in the right format, burning is the same. If you want something that will edit videos and menus this is a different question.
Various versions of Windows have various media applications, some of which should automatically convert and burn a video for you.
Lastly if what you are burning doesn't need the space you can burn blu-ray format files to a DVD and most blu ray players will play this just fine.
