Is there a prepaid equivalent to 28 Degrees?

Hi

I was wondering if anybody had found a prepaid credit card that doesn't charge the usual 3% or so when the card is used to buy items from abroad.

I have a 28 degrees credit card and love the fact that it doesn't charge, but haven't seen any prepaid card equivalent.
