In sub-exchange, can't port number...?

My parents call overseas using phone cards a lot, so we were thinking about getting the TPG Unlimited Bundle (79.99/month+$99.99 set up fees) - unlimited adsl2 + home phone with unlimited international calls + wifi modem etc.

Anyway, I checked with TPG, seems our house can get ADSL, but could not keep our current home phone number. The lady said there was 'technical difficulty' - we are in a sub-exchange, and can't port our number across nor have a phone number with TPG. We can just get the unlimited adsl for $59.99/month and stick with our Telstra home phone for $20-40 month (no contract at the moment, can change/leave anytime)

I don't really understand sub-exchange (something about only Telstra owning the lines and the equipment in these areas), could someone explain it?

Also, is it better/cheaper to use VoIP? Haven't used it before, what do set up do I need. My parents ring overseas at least once a day at the moment.
