I'm flying scoot Sydney-HongKong (changing to tiger from singapore) and will only be taking carry-on luggage on my way there.
The 7kg limit is fine but I'm worried about the 54-38-23cm size restriction. My bag carry on bag will be 56-36-21. The body of the luggage fits under the limit but the wheels make it go to 56cm in height. Will this be a problem? How strict are they with this policy? Any advice would be greatly appreciated!
Every time I have flown with them they haven't checked. With the budget airlines that do check, I find that they just do everything by approximations so as long as it is around the right size it should be fine.
Found the same and traveled with Scoot twice and keep in mind the 7kg becomes 10kg with a laptop/tablet which they never checked ;)

They weren't very strict when I flew in 2012. Didnt check our carry-ons at any stage
I've never flown them, but I'd be flabbergasted if 2 cm in one direction is a problem. :) Not that my comment is useful.
