    Probably can spend $60-70 or so on the coat. Maybe $40 or so on the boots. New here, so don't know if that would be too less to get me something?

  Try Best & Lest, lot's of cheap and good stuff. Or Target.
  Also try DFO Southwharf, some of the shop got 70-80% off…jacket is around $50ish

  second hand coats and boots from ebay?
  if you can bargain you will get a great price for some jackets or coats that only being worn once!
