Bad experience with Deals Direct with return item. Is this acceptable?

I'm tired chasing them now.

I bought an refurbished Iphone 4s, after 2 weeks the screen turned black with only vertical lines, the phone was not dropped & I always had it in a thick leather case.

Sent it back to DealsDirect with an authorised return. They said the Iphone need to be assessed before a decision is made.

They got it on the 13/07/2014 (based on AustPost tracking system).

I've been chasing them every week since then for the status just to get "the item is still being assessed by their team" response.
When I asked for an estimated time they didn't provide one.

Is this acceptable? Should it take that long to "investigate" the Iphone?
I paid for the Iphone on 3/6/2014 so it might be too long now to open a dispute with Paypal?
Would contacting ACCC help?

    Cannot dispute from Paypal since it's past 45 days limit. You can try to do chargeback or file dispute if your Paypal is linked to your debit/credit card.

    Call them again, if they don't give you an estimate, this time you'll be contacting Fair Trading. This will give them that extra bit of a nudge to resolv e your problem.

    You don't even have to contact Fair Trading yet, just your intention will do wonders.
