Ongoing battle with Fedx

Not sure if this is the right place to post this, but there is actually very limited (educated) information of this topic/situation
So I thought I would run it by the trusty Ozbargainers :)

As this is on going, I have to be a little bit brief with the facts until I get some further updates on my situation..

Some time ago, I made a purchase from a well known (and now quite wealthy website)
The product I purchased (Lets say it's a dress) .. I had it shipped from one country to a friends place in another country.
And me, currently residing in Australia.

The first half of the shipment was great, The sell shipped on time and I tracked it as it moved like lightening from their country.. no problems..
Then It arrived at the other country. Where… It has been for a little bit of time.

Right now, I have to be quite limited with information on this situation because the country it is in has one of the most corrupt mafia style governments as I read somewhere this one time.

Now before I can get into detail about the fees both government and fedx fees..
Who will the bill get sent to, and who is the one that if "responsible" (i say that lightly) for paying these fees?
The Shipper? The Receiver? or me, the middle guy?

UPDATE: I've Cracked it an I am sick of dealing with this company, the problem is as follows;

I ordered some material from Aliexpress from a china Supplier, everything was great, they shipped it by Fedex to Indonesia.
Why Indonesia? .. I was there a month ago mixing with some of the locals and street vendors and I heard the common problem that There was not enough tourists and they where hardly making sales if at all. I actually spent a few days 'hanging out' in the shops and really saw that there was no business for these people.

Once I got back to Australia, I had an idea to get some nice material and make a small product. Now I could have got this done cheaper and quicker in China, but I felt for some of these people as I saw first hand how there wasn't much money coming in so I decided to ship the material over there to help them out with a little business.

Problem 1: The Delivery got stopped at customs, On Friday the 12/10 .. It arrived in the morning and I received no contact from Customs or Fedex, Friday Passes.. Saturday too .. Before I know it It's monday and Im calling Fedex China, Fedex Usa, Fedex Indonesia .. After about 3 hours Of emails and phone calls some one finally tells me it Is in customs.
Looking at the tracking number It seems to have been delivered to Bali where it was suppose to be, and then It's gone over to Java. I asked multiple times why it went to the correct destination and then over to another Island un related.
FInally someone tells me that I never went to Bali (Why on the tracking does it say it did)

At this point i Should point out that Apparently DHL/Fedex do not operate in Indonesia? some RPX Company handle's their deliveries?

Problem 2: Tuesday comes around and after being told by the fedex website that It's held in customs and I don't need to do anything, and Still receiving no contact from Fedex, I make more calls to Fedex China who basically tells me That their end is complete and I need to deal with Indonesian Fedex. Which I understand.

After a few more phone calls I ask them why I still have not been told it's in customs and still have received any contact, I finally get told by fedex that customs dont believe the value the shipper put on the product and want proof of the price I paid for the product.
Ok, now thats semi standard, Nice of Fedex to finally tell me …
At this stage they also Tell me the threshold of tax free is $50US unlike australia being $1000. Which I understand. They then send me a shopping list of Customs Fees.
I could list them out but it would take for ever, just know I spent 12 hours straight trying to decipher the fees! Which is about 30% of the items value.

So I Contact the shipper and tell them whats up, and Asked if they put the price of the material correct? $200 They said, Which is what I paid.
So I email Fedex proof of payment for the $200 and then 2 days pass and I email them again.. no response so I call again and say what the hell is going on, why is it still in customs. They Tell me Customs don't believe me, Wait.. Customs don't believe an involce and proof of a credit card payment? .. How the hell else am I suppose to prove it?

Fedex then tells me because it's taken so Long I will be charged a ware house fee daily until it clears. I told them that I provided all the information they needed with in 1 hour of requesting it, and It is Fedex, as my broker that is responsible for the delat (at this point im wondering why customs are not dealing with me - How do I know that any for this is real?)
Fedex also informs me that ontop of the customs fees I have to pay an admin fee, handling fee, advance fee, Vat, and warehouse fee.

Again, after making another phone call and days later, fedex tells me customs has decided that your proof is not valid and they are charging you $1050 for the item.
WHAT???

I have proved the item is $200.. but customs had decided that its $1050, because they said so.. Now this value effects the other taxes.
And Currently at an item value of $1050 I have to pay $550 in Taxes (for an Item i only paid $200 for!!!)

Im going to wrap it up here..
But according to google, its going to be pointless attempting to sue or counter claim on Fedex (or whoever they are)

TL;DR; Sent a parcel from China to Indonesia. Indonesian customs are making up values randomly and applying inconsistant tax percentages. FedEx also is making up all sorts of fees and now wont release my package until i pay them by bank transfer only.

  • Are you referring to customs fees in the receiving country? The bill will be sent to whomever it is addressed to there, I guess. It doesn't need to be said that it is you who are responsible for paying it though.

      So the bill will be sent to my friend in the other country who is the receiver..
      And yes, it is me the one who is morally responsible but technically.. if the fees are not paid who is the person hey will be chasing for the payment?

      • AFAIK the won't chase anybody. The package is going to be kept for a reasonable time at customs until the receiver pays the fees but they are not going to chase anyone.

  • Usually you will be prompt during payment that overseas recipient may have to pay customs fees.

  • how much is the items RETAIL value? not what you paid for it , or what your invoice shows, what its actually worth to a consumer ?

    • Well Thats a bit of a hard one, because its a fabric used to make a product. So It doesn't really have a retail value.
      Giving it a retail value is sort of the same as Shipping a sheet of metal to build a car, Retail on the car would be 50k
      But the metal wouldn't even be worth that..

  • So you sent something to Indonesia and are getting screwed over by their customs? Sounds about right.

    • I expected to deal with some level of corruption, But didn't expect it to also carry through to an international company like Fedex.

      • I'm sure if you had a US $50 note in the package, the problems would not have occurred.

        I heard once (and don't quote me on this!!) that a corruption sting of Indonesian customs found that they had more money than their reserve bank… Of course all in ill-gotten cash
