Is The Plumber Charge Reasonable?

We had a plumber come out to fix a burst pipe. He fixed the burst pipe which is attached to the water mains and also replaced a valve which connects to the water meter.

The problem is that after he had finished his work, we still didn't have any water coming into our premises.
As we needed water urgently, we called another plumber to come to see what can he done. The second plumber told us that the first plumber changed the valve to incorrect one without proper fitting. The only way was to wait for the Water Corporation to come and replace it with a correct fitting.

We finally received the invoice from the first plumber and they charged us for 2.5 hours of work. The "correct" work the first plumber did should've only taken 1-1.5 hrs.

Do you think it's reasonable for the first plumber to charge 2.5 hours of work when it the "correct" works they carried out should've only taken 1-1.5 hrs? Total labour cost was ~$400.

I personally believe he took 2.5 hours because he spent time replacing the valve which he fitted a wrong fitment so it could not connect to the water meter.

    take him to court. You'll win if the 2nd plumber agrees to testify.
