Locked phone query

Ok i guess its pretty simple but i just wanted to check.

If i buy a phone from say, Kmart, that is locked to the telstra network… will it work with a Boost (telstra network) simcard. Or equally one locked to Optus.. will it work with Spintel? (Optus network)

If the answer is yes.. where is the cheapest, easiest to use smartphone for my mum (70+ years old and not where i can visit)

    Yes..
    Windows Phone is supposed to be pretty easy to use.

    Boot sim will work in telstra phone.
