I have been quoted $250 to replace the screen on my S4. I believe this is a bit of a rip and was wondering if there was a cheaper place to get the repair. I am willing to take it to anywhere in Brisbane.

How about DIY? It's about $130 for a new screen + digitizer assembly. There should be a bunch of videos and guides.
Of course you won't get the same level of assurance/warranty as from repair shops, but it's definitely cheaper if you can trust yourself.
