Same experience as you, but I managed to charge 70% of a flat s3 battery with the phone off, definitely not 3200mah. It also became extremely hot (painfully) when charged with the 2A charger (i know that's not its input requirements).

Colleague having the same issue, eBay seems touch and go.
Bought one off ebay that looks exactly the same in every way. Same claimed battery pack. It has a 800mah battery when I pulled it apart due to not even charging the phone once. I'd be wanting a guarantee these are genuine 3200mah battery packs if I ever purchased a generic version again. It even came in a nice retail box.
