If anyone is interested, I've found that (at a minimum) both CBA and CitiBank support non SMS based 2 factor authentication for credit cards by using a wifi connected mobile app to deliver the one time password. This is a good solution for my scenario of online shopping in an overseas hotel with wifi but no mobile coverage.

Who cares? Banks cover up to a good limit if someone uses your card. With chip and PIN it's not as easy anymore anyways.
2 Factor is annoying. SMS isn't 100%.
