I just made a best offer for an item which included free shipping. The seller accepted but then added shipping costs in the invoice.
For example, the item was originally $25 with free shipping, which I then offered $20. The seller then accepts but adds on an extra $2.50 for shipping. Is that fair?
I haven't checked out yet, but now that the invoice has been sent, I only have the option of paying the full amount

Also just asked a friend and he said sellers can add whatever shipping costs they want to the invoice, how is that fair?
From a seller side, when someone puts in an offer, you can accept, decline or counter-offer, and it does mention on the screen at that time that the offer price is excluding postage (that message appears even if you list it with free delivery).
Can't find any references to it on the eBay help pages, but I think based on the above, its probably not breaking any rules, but still… its a bit of a douchey move, that certainly won't help the sellers feedback score!
Yeah it does seem like a poor move, they've pretty much made their money back in adding the postage cost. I'm close to paying the same as the original price with free shipping

I would want to know, as a potential buyer. Buyer feedback is important to me when selecting a merchant. It could prevent hassles for someone else who gives an offer. You can give neutral feedback I guess.
If it had the option of free shipping and you selected it when checking out/purchase than the seller has no right to add $2.50 postage.
