I called Australia Post last month regarding same and they said, to open an account, I need a proof that I am sending ~ 1000 parcels a years which is around 4 parcels a day if we send parcels 5 days a week.
About the pricing, they told me that it depends on quantity. More I am gonna send, lower it will be.
