For resale value, the Apple iPad Air. Like cypher67 said the Air 2 would be better, but even I even see iPad 2's selling for more than I would expect for such an older device.
ipad air 2…. samsumg makes good phones but their tablet in my opinion is crap. apple makes the best tablets hands down but their phones are pretty bad
If they're the same in terms of storage and connectivity, the iPad will most likely get the best price.
