I have a old TV cable directly below a new one if I cut the old one heat shrink some tube over it wrap in electrical tape is it OK to shove back in the wall and leave it there the I just patch the hole in the wall and all should be OK are there any electrical risks involved with this?

if it is old cable you may well be able to pull it out… chances are it is cut further up the line in the roof cavity somewhere.
worth a shot, can still apply your solution if unsuccessful.
Should be fine. I guess hypothetically if your aerial was struck by lightning it could travel down the cable and cause some issues, but this is pretty unlikely.
