      That steamdb link confirms it. You'll need to start a US VPN, then redeem the game code on steam. Once activated you can disconnect VPN then restart steam and it will download.

  I've just bought another copy to test, and your correct. I had to use my VPN through Florida (USA) to activate the code. Amazon is normally up-to-date with region locked games, certainly I had no trouble with the first copy I bought. I should mention I haven't tried to download/play this new copy, though I assume the region lock only effects registration of keys.
