I have not personally tried this. But I know this guy who is an old school tightward whose antics range from haggling at supermakets & department stores (mostly by talking loudly & playing the I'm a pensioner card), through to hassling local government about trivial matters.
He told me that all local MP's give out Australian flags (anytime) if you go to their office and ask. I believe Amanda Rishworth gave out the flag.
Note: flagpole not included and while I have seen this guys free flag, I couldn't tell you the exact measurements. It's big enough to go on a flagpole though.
This is really only intended for organisations etc, not for individuals. There is a program that is mentioned on the itsanhonour website, with eligibility criteria. It is a genuine flag made locally, intended to be flown from a flagpole. Not for bogans to wear at the beach.
