Created a website on wix and want to have a .com website. what is the cheapest domain provider. once i have a domain how do i host the website

You can't. The only way to host a Wix website is through Wix.

but then you need to go to a paid hosting package on Wix to link to domain, offsets the cheapness of the domain.

I notice Wix has 50% off premium packages and includes free domain, so if you need to keep your Wix website your better option is to go premium and get the free domain.
