From recent deals such as gocatch and submission of referral links. I think it needs as upgraded. That is a system in which users post their referral codes then if u r requesting one the system chooses a code from the list (which would be hidden) that has not been used yet. Therefore everyone would have their referral codes used instead of ozbargainers just picking random ones

We do already have a referral system with a randomiser like you've described and it's used for many/most stores, phasing out many wiki pages. See here for the thread. If you click on the store domain or any random deal from one of those stores, eg this COTD post you will see the random link there, clicking on it will give you a random referral link from the 718 in the system at the moment.
Anyone can add their referral codes for any of those stores, new ones are added regularly by Scotty as people suggest them. To add your codes go to: My account > Settings > Referrals > and enter your codes for any sites you are with.
In normal circumstances Scotty can put GoCatch into the system when someone suggests it in the User Submitted referral code thread, however it was already suggested here and wasn't able to be added due to the 3 limit max per person. I'm not sure if this is still the case? If not feel free to suggest it in that thread again and scotty can take a look, all he needs is:
