Prepaid Visa/Mastercard in USD That Can Be Paid with PayPal?

Does such a thing exist? There is a particular site I'd like to buy from, but they don't accept Paypal.

I asked a reshipper to purchase for me when the store had a sale on, but they didn't get around to doing it for a week, and needless to say, the sale had ended.

    I can do that with my Citibank debit card.

    The site will only accept a US credit card. I already tried using Bankwest Platinum card
