This is actually a really great deal. The DLC packs for Arma 3 have content worthy of the price tag of $25USD. Now the whole game with the DLC bundle is on sale for only $37.49USD. Essentially you're getting the DLC for less than 1/3 of the price. I would jump at this if I didn't own the game already (the actual DLC bundle isn't discounted separately).

    The DLC isn't necessary; the core, meat-and-potatoes game play that everyone loves is all in the vanilla version and there are literally way too many weapons and vehicles in the base game as it is.

      Have you tried the DLC? The new helicopter system is amazing and the Marksmen update is looking even better.
