Primarily looking for bigger screen size, better battery and camera mobile phone for dad. 3g or 4g doesn't matter. But if we get 4g (secondary requirement) its good.

Lenovo A850 is around USD$105 on aliexpress.com. Has 5.5in IPS screen. Large battery, lasts maybe 9 hours of heavy use. Decent phone with lots of roms & mods. Has 3G all 3 frequencies.
You might get better, but this is clearly the best allround smartphone I've used, which is at a price I don't mind spending.
