Not sure who provides this service, Obviously Telstra does, as for others??

According to a brochure I have from Last year which I got just before the NBN was installed.

    The Power Supply with Battery
    Backup:
    • Provides a steady 12V power supply to your NBN connection box.
    • Provides battery backup power to the NBN connection box (when fitted with a working battery).
    • During a power outage, battery backup will last for approximately five hours (including the battery emergency reserve).
It is always good to have another way of calling someone during a power outage in the case of emergency such as a charged mobile phone.
To ensure that your phone (or data) services continue to operate during a power outage please note:
    • Only standard corded phones (that don’t need to be plugged into a power point) will work during a power outage, and only if your phone service is also provided over the NBN connection box’s voice (UNI-V) port. All other devices require their own battery backup to operate during a power outage.
    • If your phone plugs into a separate router/gateway from your phone or internet service provider, you won’t be able to make calls unless that router/gateway also has its own battery backup.

    Extracted from here

Voip requires the internet which technically will be available while the NBN unit has power from the battery backup, but the probelm is that VOIP also needs the modem to connect, and the NBN power unit isn't going to supply power to the modem. This can only be solved by having a separate backup power system which the modem can be connected to, NBN dont supply that.

So the recommendation is that for safety the best solution is to have a Uni-V connected phone. Also you can have the Uni-V service without needing to have an Internet service. So if your parents arent into the internet they can just have a phone service connected.

There is an NBN NTD (Network Termination Device) that you can choose to install that includes a backup battery.

Keep in mind you'll need to replace the battery about every year or two. You can pick them up at Jaycar for around $30 a pop.

Whoever you go with, just insist on it when they're putting it in.
