It's always on sale around or after a major (Valve-sponsored) tournament. ESL One Katowice finished earlier this month, though, so it'll be a bit of a wait until the next one.

Wait around a week for the steam easter sale, it always goes on sale during sales. I'm also looking to buy it because I just purchased a graphics card

It will definitely go on sale soon on steam. Most likely 50% but if you want to hold out like myself, it will hit 75% sooner or later (like it has once before).
