According to this thread you can use them - they won't activate on Steam, but if you use a VPN or similar you can use these keys:

It may be that Rockstar could prevent accounts using keys from out of region but they have not done this in the past. Unless you really want the bonus in-game money for pre-purchase though I see no reason to jump on this deal as this is their regular price.
