Not that I remember. I think maybe you can use phone credit, but things may not even do that anymore, now that everyone in the 21st century has a smart phone (Except me) If you're just worried about buying digitally, you can buy Riot Points physically from almost any EB games.

Also, I'm going to be THAT guy, and suggest that you take up Dota2, so you have all the characters unlocked already and don't need to buy runes and stuff. As long as you don't mind a learning curve that resembles a sheer cliff.

    They might have gotten rid of it then. I haven't done it myself, just remember people redeeming them for RP cards.
    Also people have said on league's forums that US RP cards work on OCE.
