Notification from bank a year too late?

I just recently got a notification from Westpac about the Australian Privacy Act changes, as per their notice the changes take (took) place from the 12th of March 2014… A full year ago.

It talks about my credit history being more visible to lenders, etc. But would have been nice to know this 12 months ago.

Is this cricket?

    I got one from Westpac recently too. Maybe they only just finished upgrading their systems to handle sending/querying the new data, so didn't need to bother notifying people until now?
