Do ISPs normally offer better deals at the end of the financial year? I am hoping for a waived set up fee or something along those lines…

Gyms don't need to sell of old gigabytes either, yet they often waive the joining fee at the end of the month :)
The longer answer is that it partly depends on how elastic the demand is.

Is there a reason you think they will? It's not as if they have to sell off old gigabytes like car dealers have to sell off old models. :)
