Most Effective Forms of Free Advertising on the Internet?

So Dad's just lost his job (FIFO for Rio Tinto, made redundant) and is thinking of starting his business back up. He's been a professional painter & decorator for 25 years in Perth, south of the river. In the past his main form of advertising would be an ad in the local newspaper. But things have changed now, with more people looking online for this sort of thing.

So I want to help him out and get him a bit of exposure online, because he is hopeless with computers himself. I was thinking of making him a simple website with one of the free website builders like wordpress or wix (any other ideas?), and then adding him to places like yellow pages, google plus, maybe a facebook page, basically so that he'll come up in the google search results.

Any tips and advice on how to go about doing this, which forms of advertising get the most exposure and how to access them, anything else that I'm missing, or even if there are any really cost effective forms of paid advertising that I would be foolish to not take advantage of?

    You could also put a free ad on Gumtree. Whatever forms of advertising you choose, I reckon you should emphasise his extensive experience (and formal qualifications if he has any). Also, some pics of his past work will go a long way, and would be a definite advantage of advertising on the net. I.e. it would be very expensive to include decent sized pictures in a print ad, but you can include pictures free in a Gumtree ad/ Face-book page etc..
