Just wondering if anyone knows of any legitimate sites that can track a phone by gsm or similar?
I lost my iphone that I had been using and hadn't set up an apple id or signed into icloud so I don't know what to do. Is there any way I can track it with just the phone number?

No, nothing like this exists. The only thing you can do now is to call your telco and report the phone lost so they block the IMEI meaning nobody else can swap the SIM and use it (on any Australian network).
You really should have set up 'find my iPhone'.
