How do you 'finish' the base game? Max level all class? I don't think you can ever finish it. When you get bored, maybe…
My own definition of finishing an MMO in this instance is reaching max level. I wouldn't worry about the best gear since it will be obsolete when the expansion releases. So max level is the "completion" I would need before buying an expansion. It is possible to finish an MMO by reaching max level, getting the best gear, reach max rank in PvP, completing every quest, raid, dungeon and achievements/deeds… until the next expansion.
In GW2 there is no level cap being raised with the expansion. Any gear that was good will stay good, Maybe there is some more new skins for Fashion Wars 2.0.

The more you know. That's really off putting… it would feel like you're not being rewarded for completing the new content… eh.
@Dagmar: They have other rewards in the game, there is a new legendary crafting system and a few other things, plus yuo can fly in the expansion with a glider. Not all bad.

Damn, for an expansion this is sure expensive. I was hoping it would be cheaper. More along the lines of Std - $20, Deluxe - $30, Ultimate $50

As Ozhunter said, the product games with the core game. Also, this game doesn't have monthly subscription program and since release this is the first DLC to be announced.
The DLC in our site cost more than 20USD less than official site price so it should worth it if you were already planning on buying the game <3
You're paying for a massive game online with no monthly fees, it's cheap compared to what WOW would cost you in just a few months.
Deluxe edition is definitely not worth the $25 extra. I was able to pick up and enjoy the Heroic Edition from a deal a few months back. Will purchase this way, way in the future, once I've finished the base game.
