To clarify, OP is asking whether you can buy riot points (League of Legends in-game currency) with a $30 Optus prepaid starter kit sim that will be available for $5 at Coles with $30 spend from Wednesday.
Optus prepaid does allow premium sms but if i'm reading the CIS for My Prepaid Monthly Plus correctly, only the 'Extras Credit' can be used for premium sms. So you'll have to activate on My Prepaid Daily Plus or My Prepaid Daily to be able to use the full $30 credit for RP.

Yes, Optus prepaid supports premium sms which is how payment is sent when paying via mobile number. I've bought RP in the past with my optus prepaid and regularly pay for purchases from Jagex with it.
