Gifting Steam Games to The US

Does anybody know if I can gift a steam game to somebody in the US or would it be region locked?

You can gift it as far as I know. Steam tightened the rules a tad, though, you'd better google it and make sure:

You'll get a better answer, quicker (without taking anyone else's time).
