Telstra Prepaid Mobile Broad Band Data Pass No Longer Able to Be Used for Google Play?

I tried to use my Telstra prepaid mobile broadband (activated from Telstra prepaid starter kit) $30 credit to buy apps on the Google Play store using carrier billing two days ago and I found that I couldn't get it to work. Yes, the app I was trying to buy was well under the $30 credit on that SIM. The service kept returning insufficient credit error messages and the purchases were cancelled in the play store. I retried over a couple of days with the same result. I tried deleting my carrier billing entries in Google Wallet and clearing caches in the play store app with no luck. Has previously worked fine for me.

Does anyone know if Telstra has stopped the ability to use the $30 credit on the data pass to google play store apps?
