I had some US$ in paypal balance, so didn't bother checking conversion.
Paypal show the voucher applied, but did not reduce the total
Went to T&C link, blank page

It's not indicating you are charged the full amount, it's showing the purchase amount.
You purchased something for $295, but you paid with a $100 voucher and your own money for the remaining $195.
Check your transaction details in Paypal on their website.

I forgot to check how much I actually had previously so I don't know what they've actually charged me.
It says the purchase amount was $72.98, paid with $62.03 from your PayPal balance and $10.95 from PayPal themselves.
Paypal sends a receipt for the full amount but you do receive the discount. Check your bank statement :)
I havent used the dick smith click 15 sale , but i just used my $50 off coupon and when i put the code in it takes the $50 off straight away " before " logging in to paypal it showed $1.35 owing.
Mine worked fine with the 30% off coupon.

Ok. Just checked mine. I bought the Kindle Paperwhite - was $199. PayPal shows $199 taken out (had small heart attack), clicked on it and saw a comment saying paid with $59.70 off Dick Smith $139.30 MCARD. So I checked my bank statement and they've only taken the $139 amount. Hopefully you'll see they've only taken the correct amount.
Paypal transactions show full but the discount amount get compensated by the discount offering store either eBay or DS. But when you view the transaction details it shows split of amounts between your account and the discount offering store. And the question relating to discount shown on DS website and not applied by Paypal is possibly because the same user id has already purchased upto max. 3 transactions using the discount code or the discount code for that particular product would have reached its max. limit, in my case it was the Netgear Nighthawk D7000 for which I could not use the Cdicksmith30 :(
I am pretty sure they charge you the full amount in paypal but when they take the money (as in Paypal so far is just an authorisation) it will be for the lower amount.
I know thats what happened to me recently when eBay was doing a $100 off special
