Folks of OZB, I would like to seek your help on how to enhance a screen shot image to reveal the number plate of a car whose owner decides to scratch my car *literally for no reason.
Any good software or online sites that can achieve that, suggestions greatly appreciated.

Vandalism of someone's property is a crime; hopefully the will investigate. (This guy is probably doing it to other people's property as well.)
Yea we are sending the video footage to the police. From the video, I cant make up the number plate so I thought I ask this question to see if there are any amazing sites online that does wonders.
Pretty sure the police does have ways to enhance photos.
Why not post the screenshot and let the interwebs work it's magic?

They'll want the full footage. Expect to upload the footage to both youtube, and in dropbox in it's original format.

identifying plates, not people
contact the cops, give them the picture and let them do the enhancing. There is nothing you can do about it yourself.
