Best prepaid travel credit card?

My brother in law is about to embark on an extended overseas expedition and I'm looking for a prepaid card that he can top up after our initial gift amount.
I had suggested 28 Degrees to him but his application was unsuccessful.

What is a good prepaid card to get him? He will be spending most of his time in South America.

    We just used it in uk, iceland, usa. Worked everywhere & their support was really good. I think qantas has a similar thing as well.

    We also used the citibank plus for cash withdrawals.
