PayPal outside of eBay- Protected?

Hi,

Places such as GumTree are offering PayPal as a payment option.

However, according to their policy, GumTree is exempt from protection!

This doesnt make sense to me- because to me, it says, you're elegible for Paypal protection if:

"You use PayPal as your payment method;
Your payment is less than $20,000;
Your payment is not a Personal Transaction and is made through:
The “Checkout with PayPal” button or by otherwise selecting PayPal as part of a seller’s PayPal checkout flow; or
The “Send Money” tab choosing “Goods or services” on our website or mobile app;

etc…"

However just below it, it says you will only be eligible IF:

"Your purchase is not for:
….
I. Items you collect in person or arrange to be collected on your behalf;
J. Quasi-cash items such as gift cards, pre-paid cards or deal vouchers; or
K. Items listed on Gumtree;"

Can anyone clarify what the situation is?

EDIT: So what they're saying is- I can buy something off a random person (NOT from gumtree), and pay via using the Send Money Tab (Goods & Service) and if the item doesn't show/isnt as described- I'm covered? O

    • It's a payment method, like paying cash. Last time I checked there's no protection when you pay with cash either ;)

    Which bit isn't clear? You are not eligible for the PayPal Buyer Protection Policy for items listed on Gumtree.

    eBay's Gumtree is a "local noticeboard" meant for face-to-face transactions and in-person collection.

    For delivered items, there's eBay. (You don't have PayPal buyer protection for picked-up eBay items.)

      If you meet all the other criteria, then yes, you would be eligible.

      However, keep in mind that Buyer Protection isn't guaranteed, even if you are eligible.

      The policy makes clear that "You have no automatic entitlement to protection" (S1.2) and "You have no automatic entitlement to receive any payments under the PayPal Buyer Protection Policy." (S9.6)

      If PayPal is unable to recover the whole payment from the seller, they may in their "absolute and sole discretion, decide to make a payment as a gesture of goodwill". (S9.5) … or they may not make payment at all.

      You also have limited options to make payment, as per (S12.1c):

      Your payment is not a Personal Transaction and is made through:
      a. The “Checkout with PayPal” button or by otherwise selecting PayPal as part of a seller’s PayPal checkout flow; or
      b. The “Send Money” tab choosing “Goods or services” on our website or mobile app;

      So, provided you meet all the criteria, and are paying via PayPal checkout or sending money via PayPal for 'goods or services', you should be eligible for PayPal's Buyer Protection. And if something goes wrong and you don't get what you pay for, PayPal may reimburse you.

    Really weird that they exclude GumTree, yet you can buy from elsewhere! How could they even tell?

    • How is it weird? Sellers on Gumtree aren't verified sellers, there's no warranty and items are sold as is. Gumtree transactions are personal transactions.

      • Yes But they'll accept totally unverifited people outside of Gumtree? Or are they considered "verified" as they have a paypal account?

        • What are the unverified people outside of Gumtree? Do you mean other places like Ozbargain classified? Thats a personal transaction.

          So If I "Send Money" via goods & services- then its' not a personal one?

          What makes it personal? Say if I found an add, outside of Gumtree, and want to pay for an item.

          To me, if you're sending money to a company, then it's not a personal one. But say you're buying a pen off me, then it is personal because its a one-off transaction, Im not a business and I could be some scammer.

          No they dont have an ABN. Just called paypal over the phone- I'm covered. As long as its' not gumtree.

  • thanks for this thread. I've had 2 people recently insist on paying me with paypal as they think they are protected. I said no anyway = I'm protected.

    • I just lost a buyer of an item because I didn't accept PP. I don't want to be scammed with a charge back.

        yep, I lost a buyer too for the exact same reasons. But its better than being scammed. Most people just pay bank transfer and trust me but now paypal is offered people are wanting that instead, and I just won't accept it. Happy to load the item on ebay if they pay the extra for fees ect. You could always offer them that option, but its still paypal, and all the crap that brings.
