I'm kind of seeking marketing strategies/advices here. My question is, if you just hosted a site like this, how could you attract visitors to the site? Or else, when the first visitor comes to the site there won't be anything in the site or how it works? Would you rather have some posts created by the site admin? How do you attract users to the site initially?

I'd get a group of friends/family to create accounts and generate a "community" online. That way when people discover the site, there's some activity, some banter and a welcoming community that would entice somebody to join.
If you can get a grumpy uncle to play the role of jv, I'm sure you'll be successful.
