There is a similar "scam" for sale of land on the Moon. I intentionally put the word "scam" in my comment as lots of people believe that this is real and do not read the fine print. Another similar "scam" that comes to mind is star naming.
There are no international treaties about ownership of land on Moon/Mars. All you would get for $20 is a PDF saying you have land on Mars/Moon. I can sell you one for $15 if you want :-)

Just in case anyone does take this rubbish seriously there's a law in place phoibiting any person from being able to own any part or whole of a celestial body other than earth.
I normally declare that I own the moon by writing it with my finger on the shower window and that'll hold up in court just as well as giving these people your money.
