Does anyone know where Big W / Target source their life-size storm trooper cardboard cuts out from? The shops won't sell them to me!

Most signage shops would do one for you if you supply a high-resolution image and its for private use.
Many years ago, I wanted the life-size Monsters Inc cardboard cut-out display at our local video shop. I asked the video store owner nicely, and he said no problem, and he scribbled my phone number on the back of that cardboard display, and said he would contact me when they were done with that display. All I received was lots of prank calls on my phone: 'Is this Monsters Inc?' or 'Can I speak to Sully?' 'Is this Mike Wazowski?' (Monsters Inc characters)

I'd imagine the Lucas Arts Games will send all sorts of promotional crap to wholesalers to pass onto resellers/retailers.
Perhaps you should just wait until the Star Wars sales push dies down, and ask nicely at your local shops? Or if you're feeling pro-active, just email their head offices/customer service centres/PR reps and say "pretty please".
