Looking for a hardshell Jacket (maybe softshell) good for hiking, snow, cycling

Ideally:
3L Goretex / similar
waterproof
windproof

Current pick Arc'teryx alpha or beta

Any suggestions on jackets and where to get one discounted let me know.
