Travel Credit Cards and Free ATM Withdrawals

I'm travelling with my family to a few overseas destinations next month. In regards to the credit cards, I have a Bankwest Platinum for purchases but the question really is about cash withdrawals from ATM's

I also hold a Citi signature Visa and my savings account is through CBA. I don't want to use my CBA card for ATM withdrawals because of the fees and commissions. Is it possible to top-up my signature visa and make use of the free overseas ATM withdrawals from Citibank or do I have to apply for the plus account?

Are there any other better options?

    btw I was overseas recently and made some purchases with my Bankwest platinum card and the currency conversion rate was shit compared to the Citibank plus account.

    I'm not sure if the Mastercard rate on that day was bad or if Bankwest is taking a cut, but i'll be sure to use Citibank next time I'm buying something online or am overseas.
