I will be moving to a new apartment shortly because the owner of this apartment has sold it, anyway when I moved into this apartment about 4 years ago when it was new, I had to connect a phone line here. I was searching high and low and finally found that Optus would do a free phone line connection service but will waive off the costs if I signed a 2 year contract with them.
Unfortunately I haven't been able to find any sort of similar deals. The apartment I'm moving into is a new apartment and I am 99.99% sure that it doesn't have any telephone lines connected or trenched.
I was hoping someone is able to point out to me some sort of special deal (waived off if I signed a contract or better still free if I signed a contract). I think $299 is a little steep to pay for a property which I don't own. I also very much doubt the agent will hassle the owners to install a phone line there at their cost.

Look carefully at the terms in your tenancy agreement (if you've got one yet). At my last place, the tenancy contract stated that if a phone line did not exist physically, then the landlord would be responsible for the costs of connecting a phone line.
