"Costco is offering a full refund to anyone who bought one of the affected hams, and is still able to come in and claim it."

Does that mean if you haven't died of food poisoning you can get your money back?

      Yes.

OP should rightfully indicate that this only applies to persons who are not deceased.

Is there any reason not to eat the ham if you are healthy and not pregnant?
Has it just failed a test, or is there an outbreak?

While listeriosis is very nasty, often fatal, most people are not at risk and the bacteria is common at low levels in food.
