To sign up click the FIRST "Redeem Prize" button, enter your e-mail address and confirm it to subscribe. It states it can take up to 14 days until you receive the code, so be patient.
NOTE: The DLC only redeems if you own the base game of Warhammer 40,000: Dawn of War II: Retribution

Not sure if a new thread should be made about this or an edit to this one, but currently this DLC is free on steam right now. Got an email about it and got sent to the steam page where it is free. But you cannot 'download' the dlc because it seems like you need to own the game, which makes sense.
