Paypal should cover it if it's faulty due to what you have said and how paypal works, sounds like a good deal to me. Just make sure you test it right away.
I personally would not… its actually a good processor and all but its socket 1155 and that just about says it all.
I have a socket 1150 and that system is already grandfathered.
Better off saving for a new socket 1151 pc.
That's a pretty good price. Bit worried about the 'hasn't been tested' part, as a lot of sellers say that because they know it doesn't work, and you probably wouldn't be covered by PayPal. Is the item listed as "used" or "For parts only"? If "used" then you will be protected since the item must be fully functional. If "For parts only" then it's more risky since it's harder to win a "significantly not as described" as they say its not tested. What they 'say' may be harder to use as evidence in case of fault. I wouldn't bother if they can't be bothered testing it.
