Best Bang for Bucks Foil Shaver?

I bought the Philips AT890 rotary shaver but it is leaving me with bad shaving rash every time. I guess i should switch to foil type soon.

What is the best bang for bucks Foil Shaver?

Edit: Also, how do I return the Philips AT890? Can I get my money back?

If you aren't in a hurry then aliexpress. I picked up a "Phelpos" shaver for $15 delivered. It's as good as my "Philips" $145 shaver (though missing the little trimmer thing + meh).
