I use this with a 10400mAh Xiaomi Powerbank (the chunky old versison), if you use it on a hard surface it will vibrate like crazy and slowly move around, so I stick a pair of vinyl pads to the bottom (the type you get for furniture) and it works great.
I've got 2 of these Xiaomi fans and both run just about silent, with no vibration at all. Very smooth. Run them off a Romoss 13000mAh power bank.
Yours may be faulty.
It's fine if you lay the powerbank flat, but if you set it up the way they do in the picture then the rotating mass of the blade will cause the powerbank to vibrate/wobble, especially if set at 90 degrees like they have.
Hmmm, I use them exactly as pictured. No vibration. At all.

@NoRotation: Very interesting. My 2 Xiaomi fans behave exactly like the blue fan. So it appears that yours is not in fact faulty, but a fake.
